To remove the remaining sealer off your surface, we'd recommend using a conventional concrete stripper. If your pavers are stained/colored, we'd recommend using a color-safe stripper to prevent discoloration. Once stripped, the pavers can be cleaned with a concrete cleaner/degreaser, allowed to dry for at least 24 hours and re-sealed, if desired.

It sounds like two coats have already been applied. In that case, it would be best to remove the sealer with a paint stripper, power washer, or floor sander. Alternatively, the sealer can be topcoated with something like Behr Solid Color Concrete Stain.

If only one coat has been applied, a second coat can be tested in a small area. The second coat may reactivate the first coat so that trapped moisture can escape. Alternatively, you can try wiping a small area with denatured alcohol, as this can also help release trapped moisture. Applying this product during the recommended weather conditions (50-80F; below 50% humidity) and out of direct sunlight is imperative for optimal results.

If only one coat has been applied, we'd recommend applying a second coat to a small test area. The second coat often reactivates the first coat, allowing it to cure to a clear, high-gloss finish. If, however, the test area does not clear up, or if two coats have already been applied, we'd recommend stripping your sealer with a conventional concrete stripper (or color-safe stripper if the sealer was used on stamped or colored-concrete to avoid discoloration), before reapplying.
