As a coat of paint degrades over time, a layer of chalky residue can be left behind that may drastically change the paint's color. This residue can also easily transfer onto clothes and hands.
Covering up these surfaces can be challenging as paint does not easily adhere to the chalky coat requiring you to power wash the residue away and coat the surface with primer before painting.
